Asus Maximus VII Hero - did boot but now shows b2

I had everything but my graphics card plugged into the PSU (it is set into the MB), and it did boot at one point but then after going to dinner now it won't boot at all and the MB Q code is b2, any insight? Monitor says "No Signal", but I was able to boot previously. This is my first time building a customer computer.

I have tried clearing the CMOS and MemOK. Currently, after keeping it powered down for about 2 hours, when starting it back up the Q code is now 99 and the monitor displays for CPU Fan Error only. I had seen this earlier and powered down my comp to change the location of where I was connecting the heatsink on the MB (based off another thread I read about fixing that problem). It was after doing that change earlier that caused my comp to alert with b2 and no monitor response.

I understand 99 means "Super IO Initialization", but a little lost on what exactly it means, since I saw the error earlier when I have my graphics card hooked up (it is currently not connected to the PSU, only the MB). The CPU, heatsink, 2 RAM, SSD, and graphics card are currently connected to the MB. Only the MB, CPU, and SSD are connected to the PSU. Monitor to MB through HDMI cable.
