Noob questions about overclocking

Hi guys, I'm interested in OC and about to starting OC and for that I've a couple of questions.
I'm using 4790K and H100i

1. If I changed my multiplier to 47 with the default base clock (OC'd to 4.7ghz), does it means that the CPU will run 4.7 ghz all the time? or that 4.7ghz will work like a turbo (dynamically reach 4.7 when it's needed/ extended the turbo boost range) or not?

2. My voltage is set to "auto" in my BIOS, what does it mean?

3. Similar to the first question, if I set my voltage to let's say to 1.3, does it means that it will stays 1.3 all the time? Or that 1.3 works like a limit, it won't reached 1.3 until it's needed to...

Solution
1. Yes. All the time.
2. It means that your voltage is set to whatever the CPU says it should be set to. You may need to change this if you are overclocking. DO NOT give too much voltage or you WILL burn up your CPU!!!
3. Yes. All the time.

My own personal suggestion is to use Offsets. For a 24/7 overclock, there's no reason at all to use a solid voltage for 24/7 usage. An offset will allow the CPU to volt down when not under load, and prolong the life of the CPU. IMO, the only reason to use a solid, set voltage is for validating an extreme OC. 24/7 OC's with a solid, set voltage just put unnecessary stress on the CPU.
