Verify your speed first. I wouldn't have posted this had you not posted you live in india. For i too live in india i had damn ping issues with dota on garena.

speedtest.net - Check your speed and ping. And if issues are found here go ahead and call your up your ISP. Alternatively you can also go to consumer court. It is a law by the government that the Isp must provide 80% of the stated bandwidth
