Upgraded parts, no post beep, monitor showing no signal

I have upgraded my gpu and cpu, cpu to i7 4790k, gpu to GTX 970 SC, the installation seemed like it went well and all however when i turned on the computer all fans turned on, heatsink, gpu fans, case fans etc etc however i noticed there was no post beep and also my monitor was getting no signal. I tried removing the gpu and using the integrated however the same happened, i checked the cpu and motherboard for bent pins and found no problems, i also restarted the CMOS and all but still no changes. Im using a 500w psu, could this be the psu's fault or the MOBO?

EDIT: I put in the old cpu but kept the new graphics card, the computer now boots fine and works like before, does that mean my new CPU is dead?
