does my R9 280X tri x require any watercooling system?

my specs:
i5 4440
R9280x tri x 3gb
8gb ram
1 tb hdd

I was thinking of installing a water cooloing system for cpu and gpu as well.So guys could you tell me that if my cpu and gpu can be watercooled or not. if yes then which watercooler to use and where to get nice affordable within the range of 5000 Rupees.
actually i am trying upgrade my pc for gaming channel ,if my system requires cooling system then which psu will be appropriate to use.

please help me guys!

Yes, it's possible to cool based on the hardware alone. Whether or not a water cooling system will fit in your case is another story entirely. Assuming the exchange rate from INR to USD is 1:0.015, 5000 INR equals $75.54 USD. For that much money, you can't afford a water cooling system, sorry. As for the PSU, could you tell us what your current one is? I wouldn't want to recommend a new PSU if the current one will suffice.

You shouldn't need watercooling, air cooling is fine, I have a gtx 970 and i5-4690k that are air cooled and they preform fine, if you absolutely need watercooling if you live somewhere constantly hot then the Corsair h100 cpu cooler is very low maintenance requiring no liquid change, but its a little over your budget at 7000 rupees. A graphics cooler should not be required unless you are heavily gaming like Crysis 3 max setting which you can't run
