I know that the new APU is struggling with current AAA-games like Far Cry 4 and Witcher 3 at 1080p. Since a gaming build using the APU costs about as much as a current gen console I was wondering about it's performance compared to the consoles. Witcher 3 runs at 900p on the XBOX One and Far Cry 4 at 1440x1080. So at least on the XBOX it's no 1080p. At 720p the 7870k can definitely play both games with console type settings provided 2400MHz RAM is used (dual rank gives best performance but is hard to find with 2x4GB kits).

I'm wondering about upscaling though because I'm playing on a 1080p monitor. Will those games look better on console if I hooked them up to my monitor?

Get a PC, no doubt a cheap PC is better than a console. If you want, get a cheaper PC with an APU and you should be able to run most new games on 1080p around low-medium and just get a GPU later when you can afford it. My Intel HD 4000 could run BF3 on medium before I installed my GPU.
It's best to get a PC because you can always upgrade them later, whereas consoles you cannot. So it's best to get a cheap PC in which your will be better off.
As for the upscaling, it is only needed when playing games on smaller screens. For example, watching a 1080p video on a 50" TV will look nice but not nearly as nice on a 24" monitor as the pixels aren't spread out as much.

Example APU * All mobos also need bios update before can run this CPU

Thing is I HAVE a PC with 860k and 750 Ti but I want a shoebox sized mini ITX case with an APU for LAN parties and the like. I was wondering if I could play the same games on it as on a console :)

The thing is the apu in the console have access to fast GDDR5 memory , while desktop apu are limited to DDR3 which hurt their performance .
You still can built a show box size (which is a lot smaller than PS4) with APU and play on low-med 1080p or high-med 720p-900p ; You could go for an Intel with Iris pro graphics which has access to very fast eDRAM ; however it is hard to find it on stock and it is pretty expensive .

There is also the NUC pc option which is the smallest PC with desktop graphics performance way better than the consoles ; but they are expensive and will throttle when gaming due to bad cooling .

You can also go for a PC sized a little bigger than the PS4 which has the same/better power than the PS4 ; you can carry it any where and the case has a handle for portable moving ..
