If I use Nvidia's DSR on a 1080p monitor with a GTX 980 Ti can I do damage to my Monitor and GPU?

It doesn't make sense to me, if I go above my native resolution, wouldn't that kill my monitor? Basically, should I use it? And is it safe?

It's safe.
If you have a monitor that is 1920x1080 then you are still sending it a 1920x1080 signal, you just process at a higher resolution first then DOWNSCALE that after similar to current methods that upscale and downscale to perform anti-aliasing.

So the monitor is getting a normal signal, and the GPU doesn't care as it's just crunching numbers like it always does.

Whether you SHOULD use it depends on a few factors so you should experiment with the chosen resolution and smoothing. There's an ideal combination that lets you hit your target frame rate but that varies by the game.

no, because it isn't actually displaying the higher resolution. DSR just makes the GPU calculate a higher resolution to get a better level of detail, then 'dynamically' scale the image back to your native resolution. nvidia said it best really: "Dynamic Super Resolution renders a game at a higher, more detailed resolution and intelligently shrinks the result back down to the resolution of your monitor, giving you 4K-quality graphics on an HD screen."

Yes it's safe, all it does is render things like textures at a higher rate and displays them on the pixels available. A 980 ti SHOULD be used with dsr on 1080p considering that beast was designed with 4k in mind.
