Will a core 2 quad 9450 and a gtx 750ti be a good upgrade to play modern games

This is my first post on this forums and I have a question for my friend since I know a bit more about computers than he does and he wants my help to upgrade his current pc.
Right now he is running a core 2 duo e8400 and an amd he 5450. I know dreadful specs. But the best processor without changing the motherboard is a q9450. Then I thought a PNY gtx 750ti since he won't have to change the power supply. So I have a few questions.
1 will the q9450 limit the performance of a gtx 750 ti
2 if it doesn't could he expects of run most newer games like gta 5 at medium to high with at least 50 fps
3 will this be a good upgrade for around 140 dollars (that is the prices of the stuff on eBay)

Yes, it would make the build very balanced. Your Core 2 quad 9450 wouldn't bottleneck 750ti (you can get away with getting a gtx 960 or 285). You can expect to run pretty much every game with combination of high and medium settings at 1080p. I would also take a look at the new gtx 950 which is significantly better. On ebay, the better r7 270 will be cheaper. Used 7970/280x are best bang for the buck if you are willing to by none new cards.

Thank you for your suggestions I will ask him what his power supply is to see if he could fit in an r9 280x of hd 7950 since that does have way more performance. I thought since the q9450 is just so old that it wouldn't be able to keep up with an r9 280x, but thank you for clearing that up
