laptop lag when using 3-4 cpu cores but not when using 2 cores

hello there , i got a laptop back in 2013 (HP notebook 15) which is actually really decent for the price , ive been trying to use 4 cpu cores for awhile now but for some reason when i use 3-4 i get a lag out of nowhere either ingame where my fps go from 60 to 10 - 5 or sometimes even 1 unplayeable for about 30-40 seconds. ive been using 2 cores for almost a whole year now and i honestly find it really annoying not being able to play game at full performance. ive checked taskbar cpu usage it stays between 16 - 30 when this happens so i really doubt it has something to do with the cpu or im not sure im really bad at all this computer stuff , please someone help ill do anything to fix this problem. if you know something about this please leave any suggestion to fix this. (i have not overclocked the cpu so i really doubt its burnt or something like that) (note this happens while ingame and never on desktop but when it happens ingame it makes my desktop really laggy too)
specs:
Intel pentium CPU N3520 @ 2.16Hz 2.17
Windows 10 (windows 8 past) tried freshly installing os, nothing.
4 gb ram
Intel HD Graphics

The CPU will throttle in the mid to high 90s so it looks like that is the problem.

I live with dogs in the house ant take my laptops to get cleaned by an expert, every year.

You need to get HWMonitor and OCCT and use the first to monitor your gaming and other things, and the second to run some stress tests and see how the temperatures go. Both pieces of software are free.
It is most likely thermal throttling as when more cores are used, more heat is generally produced. It could also be that the laptop overclocks itself when all 4 cores are used when gaming which produces a lot of heat.

If this is the case, make sure that the laptop does not have any dust build up. This is the most common cause for overheat. The other is that the thermal paste of the laptop has worn out. You may need to re - apply it.

yes i checked for my temperatures this is when im on desktop and not doing anything

i went ingame played for around 30 minutes the lag popped up again but when changing to desktop it takes so long i cant even check the temperature or desktop. i also tried AIDA64 and did system stability test when starting it i got overheating on the top and cpu usage in 100 with the cores on 92 - 96 on temperature , is that bad?

thanks for the help , i tried to open up the laptop not long ago thinking it was a ram problem but it seems its the cpu itself , i tried taking apart the laptop but i just cant find out how to remove the back. i lost my manual so i had to look up for mine but i didnt find my exact model im going to have to take it somewhere so they can do it there
