Which intel core i5 should I go with?

The i5 4460 is good, and the 4590 is a little better but costs more. For i5 it is all about price/performance. To calculate the best buy, divide the speed of the chip in Mhz (Use the Turbo Boost frequency) by the cost and the chip with the biggest number is the best one to buy at the moment.
Overclocking is for applications other than gaming.
For example (German PCPP)
i5 4460 3400Mhz (TB)/ 184.94 euros = 18.38 Mhz per euro.
i5 4590 3700Mhz (TB)/ 201.90 euros = 18.33 Mhz per euro.
so the i5 4460 is a better deal at these prices in that market.

You have a big enough budget to go for an 4690K, I would say go for it. Since it's only for gaming, no need to go i7. I'd suggest the new Skylake, but as some reviews have said, you'd be wasting your money for a minor boost of at the most, 5-10 fps.
4690K + 970 + a good PSu if you don't have it yet.

You do not need overclocking for gaming except in the rare case it makes an unplayable game play able. Spend the saved money (CPU, cooler, and motherboard) on a better GPU, using faster memory can get almost as much, and a lot cheaper.
