GPU for 1080p/30 fps gaming with maxed out settings

Hi, folks. I'm Southamerican and I'll do my best with the language.

I'm looking forward to build a new PC soon (within a month or so), being the current one an i3 530 with an HD 5670 512mb ddr5 GPU and 6gb of RAM (old & shitty as hell, yes, but hey, I can play Witcher 3 smoothly -at Low settings and 720p, of course-).

My plan would be to buy a GPU that lets me play every current (and [near] future) game with maxed out settings at a 1080p resolution with a stable 30 fps (I prefer 30 more than 60 fps, because I like the "cinematic" effect). I still don't know what processor I'll be getting (not even what chipset!), but will be an i5 or i7.

I want to spend the less possible money for achieving this, of course, but I'd also like to buy a card that won't need to be upgraded in the next few years.

PS: please, keep in mind that I live in a protostalinist country where a regular 980 costs exactly a thousand dollars.

A GTX 960 should achieve 30fps at very high settings. A 970 would give way over 30 fps but you could cap it by setting v-sync to 30 fps, a 970 should last you much longer

Once you play at 60fps there is no going back, ever.

That said a gtx 960 will do the job you ask, but you would need to lower settings to med/high on some games

i don't know, i like it more at 30fps. at 60fps it's more "realistic" maybe, but i feel it weird, something like the "soap opera effect" when watching a movie in a badly configured tv. i know that's a different thing but i feel it that way. and i know it's weird :p
