Block MTP devices on Windows 8.1 Single Language?

How can I block MTP devices such as Android phones on Windows 8.1 Single Language PCs?
The main issue is that it doesn't have Group Policy Editor making it hard.

Are there any other ways?

Nothing is as easy as just upgrading to Pro and using group policy. Basically, if there's a reason why you can't tell the users to stop using MTP devices and enforce it physically, you really should be using Pro and up.
