Do i need to reapply thermal paste?

ok so i built my new computer a week ago. i put in an amd fx 8350 and the stock heat sink with pre applied thermal paste And when i put the heat sink on the cpu the heaksink wiggled around for a second before i locked it in place so could it have rubbed off? and the cpu fan has been running very loud even when im not doing anything. also it froze once when i was in premiere

Have you monitored your temperatures at all? The 8350 generally runs pretty hot, especially on a stock cooler. It is possible that the compound didn't get applied evenly. As a rule of thumb I'd always go ahead and apply your own silver based compound, as opposed to using pre-applied. It could save you a degree or two, believe it or not.
