Port forwarding "closed" after opening them

I have been port forwarding for a good while now and after I got a new router they wont open. If i go to ipconfig in the cmd it will give me my ip4 but most everything else says media disconnected. There are parental controls, if those are a problem I would like to know. I was trying to set up a minecraft server for my son but when I set it up like normal nothing connects. I tested it at a port checker and it said my ports were closed. I could really use the help, thanks.

It would help to know the make and model of router. The router is replacing a router and not being added behind another router?

Are you using the correct IP address for the Minecraft server PC, and is it set with a static or reserved address?

I'm using a Netgear Nighthawk R7000, we only have one router now we got rid of the old one. I'm not sure what you mean by "correct IP address for the minecraft server PC" but the real issue is my ports although saying they are open are in fact not. I am not using a static I just change it every time i need it(you mean my IPV4 right?)

Which open port checker are you using, and are you using others to verify? Are there other minecraft users or computers in the house?

You should give the PC a static or reserved IP address, and make sure you enter the correct address in the port forward settings of the router.

If a static IP address isn't used, the router may automatically assign a new address when the DHCP lease expires, causing port forwarding to fail.

I have not used more port checkers but I dont think its necessary. There are 2 other computers in the house. I understand what a static IP address is and i realize how much more efficient it would be to have one but I dont think that could be my problem, could it? Also would setting the router to factory new settings possible fix it?

Can you post a screenshot of the router port forward page and post an ipconfig/all of the PC?

Are the other port forwarding rules working? Is the parental control rule in effect at all times? Have you tried temporarily disabling the parental control rule? Tried turning off the firewall on the PC?

Are you using the port checker with the Minecraft server running? Any specific error messages when running the Minecraft server?

Sorry for the questions, just wanted to be clear about your circumstances.

What other rules should I check. The parental controls are on all the time, should I turn them off? The firewall shouldn't be a problem considering it used to work. The portchecker shouldn't require the server to run, if my ports are open shouldn't they always be open?. I would rather not focus on the minecraft aspect of this because there are other applications I will be using this for.

Well there are rules for FTP, starmade and arma listed. Are all of those applications available from the Internet?

I'd recommend temporarily disabling parental control to test. It's hard to tell how the Netgear's controls might affect these ports, and it appears dependent on the level of control chosen.

Port checkers find open ports by checking for responses from the application using that port, so the minecraft server must be running. If the checker sees no response even with the port open, it will be shown as closed.
