High Spec System Getting Low Frame Rates

Hello, I realize that this may be a really stupid question, but I figured I would try to find any help I could. I am currently using the following system:

CPU: I7-4790K
GPU: GTX 980 Strix
RAM: 16GB DDR3 Dominator Platinum 2133Mhz
Mobo: MAXIMUS VII Hero
OS : Windows 10 Pro
Display: Dell U2715H 2560x1440

As you can see I use a fairly beefy system, and so I also use a Quad HD monitor. I realize the higher resolution would put due strain on the system, however, I am seeing such results lower than 30 FPS in BF3 and BF4 at lower than max settings. And before you think internet connection, my ping rarely goes above 50, and I have a wired connection. I am simply wondering if anybody could point out any other possible reasons for this lack of performance, because according to other benchmarks I have seen, these are not the results I should be getting. Thank you.

 
There are loads of people posting threads about poor fps performance with Windows 10. If you were running max settings you still shouldn't hit less than 30 fps, apart from a free install of the latest drivers I'm not sure what you can do as we cant rule out Win 10 being the problem
