Video Playback Is Slow, But Internet Speed is Fast?

So at the moment I've just finished a factory reset of my PC. I have everything for the most part finished up and all the updates my Asus PC forced me to download installed. Now, after all of that, I am unable to watch videos of any format from Youtube exceeding 240p quality because at that point the video is just way to slow to stream. My question is, how do I have this speed:

... and not be able to watch Youtube at over 240p, sometimes even at 144p without it just taking FOREVER to stream? I've been googling over and over a solution for this but it's either I'm the only one with this problem or I've been looking in all the wrong places.

Is it my PC's fault, or is it Youtube's? I don't know, and it concerns me, because I watch anime a great deal and most of it is hosted on Youtube, not to mention other content.

Any insight, anything at all, would be immensely appreciated.

Did you also dowload and install the latest drivers (especially for graphics card)? You can download them from the Asus support site, look for your model, or find out which components your computer has and directly download the graphics driver from AMD, nVidia or Intel depending on what you have.

We need to verify/narrow down the source of the problem. First things to check/do:

Make sure Adobe flash is installed an up to date.

The browser(s): try different ones..if something doesn't work in Chrome especially try another like IE/Firefox

Video Card: It may have nothing to do with your Internet connection speed, try playing a video game or watching a video file locally (on your PC) or somewhere other than Youtube. If there are, then the issue is most likely your video card, if not, then its something else. Are there issues other than Youtube with playback?

Use a program like CCleaner to clean cookies/tmp files and registry. Reboot/restart PC/browser, try again.

If your link speed to any network/Internet is solid and has the proper speed/bandwidth , as yours -but you still have issues like yours, it usually indicates an Application Layer problem - meaning your browser, another application or the OS is causing conflicts/errors.

Check your Event Viewer logs and see if there are any display related warnings/errors.

Looks like updating the drivers worked wonders. I'm back to being able to stream in HD now. Thanks for the reply. I feel so stupid now. ._.
