Im looking for a video card im running windows 7 64 bit phenom 2.3 quad core 64 bit processor 8 gb of ddr2 ram and a 460 power supply and plan on playing low level games like doom 3 or modern warfare any suggestions

Solution

OK. I used to have that CM Elite 460W PSU. Be careful with it. Mine was problematic. Kept killing CPUs over time. Then it finally died. Thankfully.

You should be good with the GTX 750 Ti. The CPU shouldn't bottleneck the card and it will run w/o needing an aux. 6 pin connector. If you would rather have AMD, I'd suggest not going any higher than the R7-265. But that one will need a 6 pin (which your PSU has). What resolution is your monitor?

The obvious choice that comes to mind is the GTX 750 Ti. But it would be nice if you could give a more detailed description of your components. Some pre-builts like HPs have trouble with cards that are not on their support list.
What Phenom exactly, Phenom or Phenom II? Phenom 9600 Agena, Phenom X4 9600, Phenom X4 9650?
Motherboard make/model?
Power supply make/model?

No, for a couple reasons...
1) PCI Express is a backward compatible interface
2) No single-GPU card can yet saturate the bandwidth of even PCIe version 2.0 @ x16 lanes

I do apologize for the late response you were asking about my resolution were you talking about my monitor if so im not quite sure but it the hp 2009m 16.5 its a flat screen i think the max resolution is 1600x900 but i think i am going to go with the gtx 750ti like you recommended any particular brand there is a lot out there, and would i be fine with the one with the single fan, there is one with a dual fan and requires a 6 pin witch i have but don't really think ill need that extra power i do very little gaming but some, just don't want to blow the video on the mb by watching a lot of videos

There is one possible issue that could be a problem with a board that old. The board's legacy BIOS may not play nice with the UEFI BIOS of modern gfx cards. I really don't think that will be an issue, but something I wanted to mention. In fact there are a couple card manufacturers that make a GTX 750 Ti with a dual BIOS switch on them just for that purpose. I've used this MSI GTX 750 Ti Gaming on older machines with great success. Needs no 6 pin: http://www.newegg.com/Product/Product.aspx?Item=N82E16814127783&cm_re=msi_750-_-14-127-783-_-Product

I've never had to use the BIOS switch, but it is nice they put the capability to switch between UEFI and legacy BIOS on the card. http://file.hkepc.com/2014/04/source/141527072727300456.jpg
