If it worked with that CPU before, it should work now. Does the PC boot to Windows?

The BIOS version is what determines if the CPU is recognized or not. Try resetting the BIOS by removing the battery and using the on-board jumper to return it to factory default. If that doesn't work, the BIOS may have been corrupted. Big trouble.

I take it you can't boot to windows?
I hope you can still RMA the board back to the retailer for replacement. If too late, you'll have to open a service ticket with Foxconn.

Do you think if i could get a low voltage cpu, that i can access bios and reset it that way?

You shouldn't have to enter BIOS to reset it. Besides, that will only roll it back to default. You should have a CMOS jumper on the board for resetting the BIOS. You turn off the PSU and unplug it. Remove the button battery and short the pins on the reset header for a few seconds. put everything back and the BIOS will be as it came from the factory. Including the time and date.

Page 4 of your motherboard manual shows you where the Clear CMOS Jumper is located.
Page 18 tells you how to do it.

If you don't have the motherboard manual anymore, you can download it here: https://www.google.com/url?sa=t&rct=j&q=&esrc=s&source=web&cd=1&ved=0CB8QFjAAahUKEwjxgovAm8_HAhWKCpIKHRxnD0c&url=http%3A%2F%2Fwww.cizgi.com.tr%2Fvfiles%2Fpms_dosya%2F198%2Fg41mxe_en.pdf&ei=QiHiVfHZJYqVyASczr24BA&usg=AFQjCNHGD7_kkDbaURRsLq-I_vF2kC4rmw&sig2=JIc0U8hUqhxw3acJH37A3g&cad=rja

Then you better contact Foxconn. Something is wrong with the board.
You said something earlier about having a 2nd CPU you could test with? That would determine if it is a CPU problem or a motherboard problem.
