Non-overclocked CPU is going above stock limits

So after having HWMonitor up for some hours during a long session of Killing Floor 2, I looked at the Min/Max CPU clocks, the Max clock speed was 4263Mhz and usage on all cores were 80% , the stock speed of my CPU (FX 4100) is 3.6Ghz and I can not overclock it due to my motherboard (m5a78l-m lx3) without causing crashes.

Seeing those clock speeds makes me worried as I know that my motherboard is not made for the slightest bit of overclocking. Although the temperatures never goes above 39° celcius in any game that I have played since I put on a 212 EVO, and the max Power usage was 61.50W according to HWMonitor which is the latest version. Which makes me wonder if it's not showing the correct numbers.

If it's any important, the OS I'm using is Windows 10 Pro.

Your CPU is going into peaks of turbo frequency.

When a CPU is not 100% utilized, it increases the frequency of the remaining active cores to achieve higher productivity without requiring much more power. The turbo length also depends on power consumption, temperature and duration.

It is a completely normal behavior and it is not considered overclocking. You are all safe and sound.
