Question about Seasonic M12II 750W PSU

Here's the PSU (Newegg Canada so it's more expensive)

I looked at the Tom's Tier list and it lists Seasonic's M12II - EVO series as Tier 2.

The one I'm looking at is not listed as an EVO, but would it be considered about Tier 2? I don't want to go lower quality than that. So if it isn't, what's a comparable good 750 -800 W PSU, around the same price range? Modular is great, but quality trumps modular.

Again, Tier list shows a 1000W Quark as Tier 2, so not sure abut this model. Also it's $20 more expensive and maxes my budget, but I'd consider it if it's good quality.
 
Solution
You could use 650 watt if you want with your specs, but a little extra never hurts. The system will only draw the power it needs.
The EVGA 650 G2 is $122 CAD if you wanted to change it.

Wow, that's a good find. I hadn't checked Amazon yet. And that does show up on the list as a Tier 1.

I should also probably be asking you if you think 750W is OK for the following

i7 4790 (non k, so no OC)
Gigabyte Ga H97 D3H mobo
Sapphire Vapor-X R9 280x (no OC) (I'm swapping out my current GTX 650 Ti boost)
4x8GB DDR3
120 GB 850 EVO
5 x 7200 rpm HDD's
4 140mm case fans
no other PCI \ E devices
Wireless USB 2.0 mouse and k'board
several USB 3.0 devices, all havng their own external power

I'm going to be putting my current 620 W Seasonic PSU into a second AMD build - so the change to my build is from the GTX 650 to the R9 280x
