Why does Zotac recommend 400W PSU for 70W TDP GPU?

As you are not just powering your graphics card with it. You also will be powering the rest of your system such as your cpu and other components of your PC.
Basically it recommends that wattage of psu as typically that should be enough to power the card along with the rest of your system.

Some manufactures overstate psu requirements because there are people who still by junk units like raidmax and apevia that can't actually put out the power they advertise.
