Help! M5a99x evo r2.0 strange bios! Not working!?

I've just built my new pc and when i try to go into the bios I'm greeted with the time and the rest is blank. As i move my mouse small squares start to appear showing small parts of the bios. This is really strange and i have no idea what is going on but everything else seems to be working fine.

And oh yeah i forgot to mention, The boot device led is constantly on when in the bios but is off when i boot into windows. Also a couple of the red less flash and correct them selves. Also when i turn off the system the cpu led turns on then off.

-MOBO: M5a99x evo r2.0
-SSD: Corsair force ls
-HDD: Seagate barricuda
-RAM: Kingston hyperx beast 1600mhz
-DVD: Lite-on 24x
-CPU: AMD FX8320
-GPU: Sapphire radeon r9 280
-PSU: Corsair CX600M

First try clearing the cmos by powering the system off, removing the motherboard battery and then reinserting it after 2-3 minutes.

If it doesn't help, I would probably guess its some display issue rather than a motherboard issue. Do you have another monitor and/or video card you could try? Also try changing the video output cable.

If none of these help, you could try the USB bios flashback to try and see if a new bios flash helps. That's the last resort. Let me know if you want instructions on how to do that.

I can see a jumper connected and i believe its the clear cmos jumper so is it meant to be attached to the motherboard and also I'm using a tv as a display for now.
 
Yes you can use the jumper or the removing battery method...either will work. The jumper is put on two of three pins. If you remove it and put it on the middle pin + the pin that was previously unconnected it will clear the cmos. Then wait 30 secs and return it to how it was before.
