Okay, this is weird, however I researched I HAVE NEVER found anyone that had this problem!
I got everything setup HOWEVER if I disable firewall (Windows) I can read the port and its online! (yay) However if I Enable Firewall which i Really need to do, It wont read the port I tried adding a rule, it still wouldnt work.
