New Build - Asrock Z97 Extreme 6 fails to start

I am reusing a Jeantech JNP-700-A12C power supply from my last build.
Z97 MB with Intel i3 (4160), 2 X 8GB HyperX DDR3 - 1600, Crucial 500GB m2 SATA SSD.

Installed the above components and only attached the ATX Power supply 20 + 4 connector.

When switching on, fan twitches, display presents 00 which book says check cpu installation. 100% sure CPU is inserted correct (triangle inserted to bottom left corner - checked 3 times) and wonder if this is a power issue.

Any help greatly appreciated

Additional to my post. I have installed the components into the new motherboard but not yet installed this into a case.

I wanted to test the system first by adding power, connecting mouse/keyboard/monitor. To start the system up I use the on button on the motherboard.

Thanks, I had a feeling it was power related... I was hoping to reuse my PSU (don't think it has an 8 pin connector). Looks like a new power supply then. Thanks
