32GB is useless for 4k editing. 16GB is fine. A better graphics card will help more and a better PSU.

Question: How about a dual monitor display? How would a 4GB 970 perform compared to say dual 750 ti?
And what about the RAM for dual monitor, is 2x8 GB still enough?

You cannot dual 750 ti SLI and a single GTX 970 will be better than SLI GTX 960's for editing. A 970 can use 4GB of RAM as the GTX 960 can only use 2 even in SLI.
There is a huge difference in performance with the GTX 960 and 970. Well worth the money.
SLI cannot use both cards VRAM (it uses the VRAM from the first card in the SLI).
