You need to do a fresh install from a Windows 7 Home Basic media. If you don't have the media you can download it from Microsoft Software Download. You need your license key to download, if this does not work and you don't have the recovery media for your laptop, you might need to go to the support site of your laptop manufacturer and order a install media.
