Overclocking is definitely not recommended on h97 boards. Even if you do, don't push it too hard. the msi PC Mate simply doesn't have the adequate cooling and power delivery to provide for big overclocks.
You should be able to use usb bios update feature to update the bio, without windows. Remember though, don't update unless you have an issue with your current bios.

If you haven't already bought your board, can you stretch your budget to a Z97 board? It will allow for better overclocks and better future upgradability (and overclocks)
