Hello, I have a 802.11g connection, and a average speed of 48-56mbps (likely would be higher if 802.11g wasn't capped so low.) However, my maximum download speed from every software i use is 1.3MB/s. Does anyone have solutions?

It is actually 54m and 48m but those are what is called MCS rates. It is not a actual speed it more refers to the encoding the connection has negotiated. It is a combination of upload and download and also includes overhead. These are magic marketing numbers you can only get them in very controlled testing conditions.

If you are seeing 48m it means you are not getting good signal quality and it is negotiating a slower speed.

In any case you are getting just under 11 mbit which is about the best you can expect from a 802.11g device.
