GeForce GTX 970 running poorly after months of running fine, no thermal throttle, drivers up to date

Okay to start, system specs >>

Intel Core i5-4440 CPU @ 3.1 GHz,
NVIDIA GeForce GTX 970
8 GB DDR3 Memory
Corsair CS750M PSU
Windows 8.1 (Waiting for windows 10)

As stated, after months of running perfectly fine my GPU has suddenly stopped working properly. I usually play games like Skyrim, Borderlands (all three), and DOTA 2. With all the games I was running at 2560 x 1440, Skyrim modded to crap, and I saw no performance drop whatsoever (60 fps). A couple days ago I tried to run Borderlands the Pre Sequel and I got no higher than 15 fps. After restarting my comp I tried to just run DOTA and got the same results. So I went online and tried to fix it, to squash most of the standard replies I'll run through the list.

* All drivers are up to date (GPU, BIOS, ect.) I manually checked all of them and they are all up to date, I also rolled back most of them and updated them again, no improvement.

* Updated everything in Windows, even went so far as to factory reset and reinstall everything and update (yes I made sure drivers were up to date).

* Cleaned and re-cleaned entire system, removed everything and dusted

* Ran OpenHardwareMonitor to monitor heat in CPU and GPU, after 10 min of idle after system was off for the night; CPU @ 40C, GPU @ 36C...After FurMark GPU test max heat in CPU 48C, GPU 43C...After Unigine Valley Benchmark CPU 55C, GPU 50C...So I really don't think its thermal throttle (As its rated up to 90C).

After all of this I can not think of what would be causing this huge performance drop especially after months of working perfectly fine. There has been no damage done to the card, I haven't overclocked so no real worries about frying it. I guess I just wanted to get an opinion here before I RMA'd it so any help would be very much appreciated.

On a side not according to OHM, when under stress all cores of CPU are at 100% load at 3292 MHz, Memory Load at 30.9%, GPU core at 100% load @ 135 MHz, GPU Memory 100% @ 324 MHz, GPU Shader running @ 270 MHz, my GPU Video Engine and Fans were at 0%.

Maybe its not your graphics card download cpu-z and monitor your processor and program to monitor 970 and see if there is anything wrong. If you still have warranty on that card i would recommend sending it back and if something is terrible wrong with it you will get it back fixed or you will even get a new board. Good luck

Okay I ran the CPU-Z benchmark... Single thread was 1251 and multi thread was 3491.

Running the stress test my (according to OHM) CPU temp never crossed 55 C, all four cores were running 100% at 3292 MHz, CPU Package Power was 37.6 W, CPU Cores were at 30.7 W, CPU Graphics at 0 W, and CPU DRAM was at 1.1 W. The load on the memory was 39.8% and the max used memory was 3.2 GB.

CPU-Z's reading had my core voltage at 1.046 V, Core Speed at 3092.62 MHz, and my DRAM frequency at 798.1 MHz.

Any insight you you could give me would be much appreciated (I really don't want to have to send anything in if I can solve it from home!)
