Graphics card error, green vertical lines and crashes!

Hi guys. First thing: i'm sorry for bad englsih..
I have problem with my PC. Whole month my PC acts very wierd.. Every second or third day PC freezes and i can't do anything about it, i can only restart and then it will work fine for 2 days.. and yesterday screen just went down and then green vertical lines appeared.. That was first time i saw something like that. One more important thing! Anywhere i touch my case i can feel electricity!
GPU is AMD Radeon HD 7770 2GB
CPU: Amd Athlon x4 860k
MB: GIGABYTE GA-F2A55M-S1 rev.3
8 GB Kingston HyperX Fury 1888 MHz
PSU: Spire 500W (VERY CHEAP PSU) came with case
I never experienced something like this and i dont know what to do... I am hopeless right now.. Please help!

It's a bit better than yours, but still several levels bellow the good brands. Probably would fall in the tier 3 or 3.5 area depending on who made them. They are not really a manufacturer of power supplies, the guts are made by other companies.
First thing, swap out the power supply for a better model, make sure the case, fans, heatsinks are clean, re-installing the heatsinks with new heat grease may be a good idea. Re-install the motherboard to make sure it's grounded properly with the stand-offs and nothing is shorting to the case.

If that does not help you, test the video card in another system as your symptoms can also be a bad card.

Okay, i swapped the motherboard and pc still freezes, i don't have any other PSU or money for the new one. But one new thing happend!! Randomly screend went black and GPU fan just started running at full speed!(I couldn't restart pc so I just turned off power, after that computer was running good next 2 days) Could that be a clue for something? I was thinking of buying a new PSU but if PSU is not a problem and i still need a new graphics card then i will be in big trouble.
 
Without trying a different video card or power supply, either of those may end up being the issue. It's about 50/50 as to either one being the issue. If you have a decent power supply I would try the video card first, but with the power supply you have, that is as likely the issue as the video card, or the power supply caused an issue with the video card, so you may need to have both replaced. No way to know for sure without swapping them out for working units, or testing in another system.

So I was watching power supply's online and i found this one: 600W LC Power LC600H-12 V2.31 (new of course) Its not very expensive but i don't know is it worth it? Will i have any problems with that psu, does LC power has good reputation. What do you think about it?
 


LC Power is not any better than the Spire one you have.

Get an EVGA / Rosewill / Antec 450 watt power supply, will be plenty for the 7770.

Keep in mind that this may not be the solution here, but without stable power nothing else can be tested.

Buying a low quality power supply is like buying cheap brakes and tires for your car, you save a bit of money, but bad things can happen down the line.

Hopefully i will get PSU from my friend to see how will it work (for a few days). In case power supply is problem i think i will go for Raidmax Cobra RX-600AF-B. In case GPU is broken, i dont know which one is better GeForce GTX950 Gainward 2GB DDR5 or AMD Radeon 7950 Sapphire Dual-X 3GB... Prices are completely same in my country. Can you tell me which one is better for me to buy and what are what are difference between them?
 


950 and the 7950 are both very similar, if you have a Radeon now, you can stay with the same brand so you don't need to worry about uninstalling and re-installing drivers.

You keep going for cheaper power supplies instead of a good one, the Raidmax Cobra is on the Tier 4 list, which is not where you want to go to get a quality power supply for gaming. http://www.tomshardware.com/forum/id-2547993/psu-tier-list.html

Look at something from Tier 1-3, if you go for something else you may end up with the same stability issues.
