Very high fps, stuttering (CS:GO)

I play cs:go very often, and I was playing a competitive game, at my max 100 fps, and the game was lagging, nothing showed on my net_graph, but the games visiauls were just lagging a lot! I had a very large amount of input lag and everything, I am running windows 7 professional, on the personalize settings the windows 7 basic,

I have
CPU: AMD N660 II Dual-core
GPU: ATI Mobility Radeon 4200 HD
500GB of HDD
8GB of RAM

Please help?

Although CS:GO is not GPU intensive, it is very CPU intensive, so you may have had background processes hogging up your CPU. Maybe just look at task manager and make sure there are not background programs. Your CPU should be able to handle CS:GO, however. Hope it helps!

Yeah I can normally run CSGO at a solid 100fps, gunfights and all on Dust 2. Windows were even loading up the windows slowly, as if they were fading. Ended up uninstalling my drivers and reinstalling, restarting my laptop and that fixed it
