As stated, neither one is designed for what you are wanting to do.

Here is my bare minimum recommendation. For video editing you want as many cores/threads and ram as you can get.
This is a good budget cpu with 8 cores. An i7 or Xeon will beat this hands down but that adds another $100-150 to the build.
Has 16gb of memory
Don't need a monster GPU, but CUDA cores will help some editing/rendering software
Would be good to add SSD drive in future and move your OS/Programs to it.

Neither really have the kind of hardware for what you are trying you do. Streaming and editing videos are CPU intensive tasks and neither rig has much for horsepower in that area. I assume you will also be playing games. The more expensive one at least has a low end video card but nothing to write home about. If you are thinking you will be playing and streaming at the same time with any sort of quality, I'm afraid you are going to be disappointed. You are better off building your own for about $700. You will almost certainly end up with a better system that will be more suited to what you are trying to do with it.

Ill take a look at it thanks! It would be my first time making a build is there anything else i would need to purchase? Audio card? Would i be able to hook it up to dual monitors? Would I be able to establish a wireless connection?
 
There are tons of instructional videos on youtube on how to put it together and you can always ask us questions here, it is really not that difficult. Sure get a larger sense of pride for doing it yourself though.

Its not like 15 years ago where you had to get add-on cards for everything. Now days the motherboard has audio and Ethernet built in.

That motherboard (and the vast majoridy) do not have wifi built in to them. You can get a pci-e wifi card if you need wifi. If you can hook it up via Ethernet lan cable that is always the best option. Otherwise I would suggest a powerline network adapter like tp-link's av500 kit over wifi.

Thanks a lot for all the info, my lack of knowledge towards this subject has me overthinking a lot, but ill be purchasing the build, ill let you know how it goes! the only thing i did replace was the case!

No, that x4 is a very weak cpu. I know it SAYS it is a quad core it is only "technically" a quad core. These perform much less then a core i3.

The other very bad thing about it is that 860k is the BEST cpu they make for that platform. That means any upgrade would require a new motherboard as well as you are maxed out.

For what you are wanting to do, my build is really as low as you can go to do the job competently.
You can downgrade to 8gb memory, but that only saves you $30 and right now the prices are just really go on 16gb kits.
 
That psu is also very low end and wont last very well.

One other thing I wanted to iterate, I chose NVIDIA card for your needs for a reason.

Adobe, handbrake, and other software will utilize the CUDA cores found in NVIDIA brand cards so the "weaker" 750ti will actually help you in video editing vs that 270x
