i am thinking about upgrading and getting a Asus NVIDIA GTX 980Ti and want to know if i should upgrade my power supply
pc specs:
amd fx 8120 oc to 4.2ghz
8gb ram 1600mhz running at 1333 for some reason
evga 770 4gb classified (changing)
750Watt power supply

i am planning on overclocking the vid card too if its not too loud or hot

Solution
So long as your psu is from a reputable brand, it should be fine for even moderate overclocks on the card. Anything beyond that would require at least 850w. Your cpu, however, will bottleneck it regardless. You should upgrade that to at least an 8350 and overclock it.

The difference in wattage between an oc'd fx 8120 and an oc'd 8350 is negligible because they consume the same amount of power at stock settings. 150w cpu (oc) + 250w gpu = 400w with headroom for additional overclocking and hard drives. Most Corsair power supplies are pretty good quality. There are a few bad apples in Corsair's lineup, but it's unlikely that they have poor quality 750w power supplies. What is the specific title given to the power supply you have? RM series? RX series?

Regarding your PCIe version, see this thread: http://www.tomshardware.com/forum/349048-33-will-pcie-card-work-pcie-slot

Bottom line: PCIe versions are irrelevant when it comes to most graphics card configurations. PCIe 3.0 is comparable to USB 3.0. Performance improvements can only be seen in specialized hardware, if anywhere.
