I am thinking about ordering an EVGA GTX 750 TI Graphics Card for my first PC build. Do you think this card could run games such as Fallout 4 and GTA V at high graphics 60 fps? Thank you for any answers and have a nice day. ;)

Not if you are intending to run it in 1080p.
The 750Ti is an amazing GPU for what it is, a low power usage entry to mid level GPU. However for modern games you need a high specs GPU, especially if you intend to run high settings and still get 60 fps.
Having said that, if you aren't gaming at 1080p (maybe your at 720P) then it would be fine. OR you are willing, when playing the AAA titles, to turn the settings down a bit and to accept you won't always achieve 60 fps, then the 750Ti can be used for 1080p gaming.
