Brand new GPU running games at very low to unplayable fps

Hello,

I have recently just bought a brand new Nvidia gtx 960 4gb, upgrading from my old AMD radeon hd 7750 1gb. After installing the card and its newest drivers, I haven't noticed any sort of improvement whatsoever. When I am playing any game (typically Red Orchestra 2, Company of Heroes 2, Civilization 5), the gpu never goes above 30% usage, and temps stay pretty low, only going up to 50C at most. With the cpu, none of the cores go anywhere above 20% usage for each core. Games usually get anywhere between 1-20 fps with either card. I've been asking people I know who have some knowledge about computers and gaming, but unfortunately have had no results.

My Specs are as follows:

Intel i-5 3570k 3.4GHz
Gtx 960 4gb vram
8gb standard ram
500W psu
1tb HDD

Any help would be appreciated
(also, I have already tried the "high performance" modes on most of my components' software, and have tried overclocking the gpu.)
 
Solution
Make sure your igpu is disabled, so that we know it isn't that.
Start>Search>Device Manager>Display Adapter>HD4xxx>Disable

Go in the BIOS and select "load optimized defaults" in case anything in there is limiting voltage.
If that doesn't work, grab a new PSU, it might be that interfering.

Make sure your old AMD drivers are deleted. I'm not sure, but I think Nvidia drivers won't run if it detects AMD drivers existent.
If that doesn't work, delete and redownload Nvidia drivers again.

I just uninstalled the AMD drivers, however it did not help at all, if anything it made it worse :/

While going through my machine, there are no visible markings of the brand etc. of the psu other than QC stamps and that sort of thing. The wattage is 500W, and I bought this card assuming its recommendation of 400W or higher would be suitable.

your PSU is a tad light, not knowing how many fans/other accessories you're running on your tower. Recommended PSU requirements on manufacturer websites are not usually accurate since they are assuming it's going into a retain uATX tower with minimal accessories.
Assuming you are running a basic retail computer I ran your setup through http://powersupplycalculator.net/ and according to that you're pushing your PSU.
ALTERNATIVES FROM PSU
As you have said you're GPU never pops above 30% and temps are always low. Ensure you have the latest direct X/ drivers for your system.
Is your HDD full? if so clear some space, you should have about 10GB of space allocated as virtual memory when playing high end 4X games, it helps a lot when there is a lot of stuff on screen.
Also check your games priority when they are running. Go into task manager and set their priority to high and ensure they have the all CPU cores enabled. Make absolutely sure that you don't have some background windows task with high or realtime priority, if one does it will have an unusually high CPU usage for a background program and/or a high RAM usage (svchost.exe should be your highest use never going above 1% CPU and 110 MB RAM)
