Trouble starting PC, Dont know if its PSU or the Voltage (im new lol sorry)

I need help trying to figure out why my pc wont start. I just build a pc and it wont startup, I can hear the psu but the fan kicks and then nothing.
Specs:
fx 6350
gigabyte r9 380 4gb SOC
msi 970 krait edtion
1tb WD black edition
HyperX white
Thermaltake 750 smart PSU

now all of the components work, so i used my Lepa n500 psu with it and it works fine when i switch it to the 230v setting
my question is why my other psu wont start the pc work when the voltage on the lepa was only placed in 230v and my PSU is 100~240V.
Ill admit that i am new to pc building but is the PSU bad? or the voltage wrong? cause my understanding is that i need more than 500w for my pc so i got a 750w psu but it wont start my pc where as my 500w psu did. whats the difference? what can i do?
 
Solution
The Thermaltake CPU may have come with a weird looking connector with only a looped wire attached to it. If it did disconnect all other connections on the PSU and connect that weird connector to the same size connector attached to the PSU, there is only one and it should only fit one way. Turn the power on for the PSU and the fans should start running. If they do then the PSU is probably just fine. If it works fine then I would go through and reconnect everything and double check all the connections making sure they are all the way in. Sometimes in newer PSUs the connections are really tight and may not go all the way in. I had the same issue with my PSU and I thought I got a bad deal. In the end it was simply the MB connector was not...

I just checked and apparently that PSU does not come with a PSU tester. You can still the paper clip test.
