PC turns on for 5 seconds and turns off repeatedly

I want to fix a PC that I want to use only for internet, youtube, etc.
PC used to work before but I haven't used it for a long time
When I tried to start it it just runs for 5 sec and turns off.
It does that until I unplug it.
I ran it without HDD or RAM.
Before a few months it was working and i could enter BIOS.
But now it doesn't do anyting, even no beep sounds.

Well, from here, we cannot tell you how much damage you may have done to the system by doing what you have done.

It might be the noname power supply that is dying.
You might have fried the CPU.
You might have a damaged motherboard

Powering up a computer without the heatsink and fan on the CPU is never a good thing though.

You should probably take it to a computer shop, and let them figure out what still works and doesn't work. They have spare parts that they can swap in and out to test things.
You are attempting to run your computer without the heatsink and fan on the processor. The processor is overheating and shutting the system down. You need to IMMEDIATELY put that heatsink/fan back on the processor.
Make sure you clean off the heatsink and processor and put more thermal interface material on the processor before putting the heatsink back on.
 
Your computer will not run without the heatsink and fan on the computer. You MUST have it on to make it run. You may have already damaged your computer by starting it so many times without the heatsink.

Reseting the cmos means you will need to go into the cmos and reset all your settings so that it will start the computer.

If you used a "some shitty PSU" then I would start with replacing that with a decent quality unit. A failing PSU could have fried the motherboard and possibly other stuff.

Since you presumably tried and failed to turn the PC on before removing the HSF, I doubt this has had a chance to make things any worse than they already were.

And yes, CPUs do warm up pretty quickly without HSF due to their very low thermal mass. The heat spreader should provide just enough thermal mass to prevent the CPU from instantaneously self-destructing before thermal throttling and thermal trip can react though.
