Performance of external USB 3.0 SSD vs internal HDD (for OS)

I was thinking of buying MacMini but upgrade from 1TB HDD to 256GB SDD is 200 Euros more. What performance increase can I expect if I buy external USB 3.0 case for my 256GB SSD, clone Mac OS partition and boot from external SSD? Is that even possible?

SATA3 is faster than USB3 due to the lack of protocol overheads.

Put the SSD in the Mini and HDD in an external USB3 enclosure.

Oh and FYI, if the Mini has a Thunderbolt port, it is still slower than SATA3, but a lot faster than USB3.
