Best Processor For 190 $ Graphic Designing (PS,3D Max after effects , ...etc) and some games

Well if you want more powerful cpu with less cores(4) go with Intel Core i5-4590 - 186$ on partpicker at that moment
If you need more cores(8) go with AMD FX-8370 - 190$ but you will have to spend more cash on cpu cooler though. Maybe going with 8350 with a cooler might fit in the budged.

And maybe 3rd option would be Intel Xeon E3-1220 V3 - 192$. It would be more powerful than the i5 4590 for video editing. Personaly I would go with this one of the 3.

So 3 options that i suggest:
i5 4590 = 186$
amd fx-8370 = 190$
xeon e3-1220 v3 = 192$
