i want to know if my ThermalTake 450W (TT-450NL1NH-1) will power a Gigabyte GeForce GTX 960 WindForce OC 4GB,

With only 23A available on the +12V rail, it is a bit marginal. Especially since that is an OC version of the card. It will probably run, but you may have shutdowns/reboots when the card is heavily loaded. Also, that PSU is not a highly rated one.

I would't recommend it. A decent quality 450w PSU would be fine, but that thermaltake is not a good unit. Putting that much load on such a low quality unit you could end up damaging other hardware.
