I would try reinstalling drivers to the latest versions available from your motherboard and graphics maker web sites in safe mode.

Depending on what graphic drivers you use, you may need to just uninstall that driver in safe mode, then restart and install them in normal mode if it is the video driver that is causing the problem.

ok somewhat good news i didnt touch any drivers with the motherboard but i uninstalled by GPU driver and unplugged it then restarted pc and it booted normally..so i assume just reinstalling the latest gpu driver should be ok to do now?

If you have one, I would try the card on another computer just to check the hardware if you can.

Have you run a Windows 7 startup repair already?

I would remove all AMD graphic drivers using the express uninstall all ATI software (last option of the three) when you select the driver in the program control panel, like THIS. Then I would do a startup repair, then reinstall the latest driver, since that does not seem to be the actual source of the problem at present.

I would backup all important data first, and if the startup repair fails, I would then go to a repair install like THIS, then reinstall drivers and updates. It is much less time consuming and saves all your data and programs and most of the time fixes the problem while avoiding a full clean install.

Reinstalled windows 7 after I installed the latest version of and catalyst was prompted to restart when I did the same problem came up again? So it's definitely got something to do with catalyst/driver
