Ram problems with 16GB??

hello, i have a question about my ram. I have 2x8gb Ram sticks from G skill but when i go to my computer properties it saids 7.95 usable, why does i not a 16gb of usable Ram??

Can someone explain it my?

Spects:

970 gaming motherboard

AMD fx 6300 3,5 Ghz

msi geforce nvidia gtx 750 oc 2gb

2x8gb g skill

ok so I put out 1 Ram stick and then it said 8gb of ram so that ram stick is fine but when I did it with the other ram stick my monitor was black screen when I started it up so I think theres a defect in that ram stick.

I use the DIMM 1 and DIMM 3 slots on my motherboard.

I didn't overclocked it on CPU but I don't know the model I only know its an G.Skill X maybe X is the model idk
