Having issue while paying GTA V for about 30 mins of playing, game gets freezes for couple of seconds and more I play longer and more frequent freezes get. Trying to turn of the game with task manager makes my PC run slow and it usually gets (90-100% usage in memory and disk).

Apart from that PC slows down with big downloads on steam (30~50 GB games). Games also run fine in 60 FPS (apart from freezes). Freezes in games occur differently ex. (GTA 5 - 30min, Shadow of Mordor - 2h, Payday 2- 3h)

Only possible solution for this is PC restarting. After that it runs fine again. I have been looking into this problem for weeks now and here is list of things I tried for fixes:

Updating ALL drivers
Malware/Virus scan
Stress test (temperatures were fine)
Verifying game cache
Software check (all components working)
Using/ Disabling Nvidia optimal settings
Changing game graphic settings (freezes still occur)
Allocating virtual space
Defrag
Cleaning temp files, cache, etc.
Shutting down some windows services (Seems to have bit improvement)

Specs:
Windows 8.1 Pro 64-bit (6.3, Build 9600) (9600.winblue_ltsb.150715-0840)
System Manufacturer: Gigabyte Technology Co., Ltd. G1.Sniper Z97
BIOS: BIOS Date: 04/19/14 08:23:04 Ver: 04.06.05
Processor: Intel(R) Core(TM) i5-4690K CPU @ 3.50GHz (4 CPUs), ~3.5GHz
Memory: 8192MB RAM
Available OS Memory: 8086MB RAM
Page File: 3868MB used, 8312MB available
DirectX Version: DirectX 11

Also been using HWiNFO64 to monitor hardware, maybe this will be helpful. I am not capable of fully understanding all numbers.

Try turning grass detail down a notch.
It could also be over-heating on either your CPU or GPU, download CPUID Hardware monitor and check your temps
Sometimes with games, when the GPU runs out of Vram, it starts chowing into the system's ram. I don't think this is the case.
Gtx 970's have an issue with slow down after they hit past 3.5 gig of Vram used, they access the final 512mb at a much slower speed.
Buy more ram?

I hope one of these ends up helping, if it isn't any of those, I'm all out of ideas :/

Hey, thanks for the suggestions, tried lowering graphics and monitored temps, but it seems it still has same issue. (temperatures do not go over the recommended limits)

And yeah, agreed, I will probably get more ram if I wont get any other solutions :/

Freezes often occur when something cant catch up with the rest of the pc. When u run a game, it loads everything from your hdd into ram and vram and it fills them (depending on game coding) until they fill up or they release frequently so u dont run out of memory. Try this:

Install MSI afterburner and set it to monitor Vram and Ram usage so if it shows that its somewhere near its max capacity thats the sign that your cpu has to transfer data form ram to hdd which takes time. This is less likely because it will result in lower framerate but check it anyway u cant be too careful

Last thing that comes to my mind is that your hdd has difficulties accessing some sectors (your data is scattered across your hdd) so try to scan your hdd for bad sectors. You can use HDDTune for free trial but you can google how to scan bad sectors easy. Please respond if you figure it out so other people that have same or similar problem can use your experience.

I've encounter the same problem with my GTA V and battheground. Have your checked which process could possibly interfere with your game? In my circumstance, it was system process could hog your gaming resource.
