PC won't boot unless side panel is of

So yesterday I was changing my cooler from stock Intel to a Cryrig R1 ultimate. And the PC wouldn't boot up, instead I would get ticking noises from my PSU. Coincidences led me to believe that my cooler was to blame so I swapped out my cooler back to the stock Intel. To find that it booted up perfectly fine, however when I put on my side panel it start ticking and some of my fans would blink in time with the tick. Do you guys know what could be the problem? Is it shorted out anywhere?

Edit: I've noticed that when some of my power cables(cup mainly I believe) touched the side of my case(where the motherboard is but not touching the motherboard) it turns of .
 
did you pinch a cable? also, is there some sort of tamper switch? something there does not seem to be grounded based on the cables touching the case wall part, I would toss the PSU or try to find out the source of what I suspect to be voltage leakage..

That ticking noise from your PSU is an automated reset short. Some part of the back cover is making contact with something when you close the case and is most likely shorting out the motherboard. Also, make sure you don't tighten the cooler screws too tight.
