I currently have 4 GB RAM.

My mother board is a GA-P55A-UD3P motherboard. It can hold 16 GB. So that's the plan.

What's the best option? I guess I could do 2 sticks of eight, or four sticks of four.

What kind of RAM is best for the money? It only says it has DDR 3 slots.

Solution
No 1156 supports up to 4GB sticks (and low density DRAM chips, which is why I mentioned the original RJs, the newer lines of DRAM all use high density memory chips). 1066 or 1333 is prob the best bet. The mobo supports higher (up to 2200), but be prepared to add a good OC to the CPU to fun the faster sticks
[strike]it doesn't have a max ram of 16 gb it has a max ram of 16 gb PER STICK giving it 64 gb max. i would just fill it with 4 4gb sticks for 16 gigs total. or 2 8gb and 2 4gb for 24gb, or 4 8gb for 32 gig total. you will need ddr3 memory but i would just buy the cheapest you can find[/strike]

incorrect information i was looking at the wrong mobo

In general, you want to buy RAM in "kits" because..... because smart people say it works better. I forget the details. So a kit of two 8's or 4x4 would be best. Something about the chips themselves being made at the same time and likely supporting the timings similarly. Your CPU and motherboard will determine what the fastest frequency ram you can support.

[strike]this is not the case with socket 1366. with this socket you want matched sets of 3 sticks. there are 6 sticks total on his mobo
[/strike]

edit: ignore this comment i was looking at the wrong mobo online

The listing for this board on Gigabyte's website isn't helping much. The board does support up to 16GB, but in its RAM compatibility list, it doesn't even state 4GB sticks. I'd think that 4GB sticks are the maximum you could use in each slot, just an assumption since that would amount to the 16GB max after populating all 4.
