Help build up good media computer for little sister!

Hello guys!

I need your help with building up media-pc.
My little sister started to like creating/editing videos and that type of stuff.
But she has her weak laptop which renders really really long, like about 2-4 hours.
She really hates that it takes up to 1 minute to put one single 2 minute video clip on the track.

So, I'm into gaming only and I am not sure what those media computers need...
If possible I would want you to suggest good set-ups of components to build good pc.

Components can be any type including NVIDIA or AMD.
(I'm 100% into Nvidia but I heard that AMD cpu's are good for media stuff? I think so...)

So, sis doesn't have much money, and she wants to waste her own only, guess it will be her savings from birthdays... So if possible comment 2 build ups with as good as possible components wasting 1000 Euros and second build-up wasting 2000 Euros.

EDIT: She is not planning to play on this new pc we are building, well maybe only old weak games like spore...

EDIT: She is planning to learn to use Camtasia, Corel VS, Adobe (After Effects, Photoshop, Premiere and Cinema 4D).
