Slow Download speeds on only one PC

I've spent the past two days reading through forums with my exact issue and still can't seem to find the correct answer for me. I should be getting 40 Mbps down, 5 up, but since about a week ago, I'm only getting ~3down/.25up. My phone, roommate's laptop and phone all get the correct speeds. I've tried solutions listed on forums here, such as uninstalling and reinstalling network adapter drivers, I rolled back the drivers of everything that has been recently updated, including my graphics card. "AMD quick stream" has come up a lot in forums, but I have an Intel chip, and can't find anything even remotely related that would be regulating bandwidth speeds as quick stream does. I've run malwarebytes, AVG virus scan, literally everything I know to do in an attempt to solve this problem. Restarting the modem works, but only for a few hours.
I'm running Windows 7 64 bit, Intel i7-4770, NVIDIA GeForce GTX 550 Ti, using a Netgear A6210 USB 3.0 network adapter. (I've also tried disabling this and using the stock mother board adapter, I get the same problem so it isn't the USB adapter). My modem is the one given by my ISP, CenturyLink - Zyxel C1000Z modem. I've looked into firmware updates, and it says everything is up to date. The Zyxel website is less than helpful, it only lists a datasheet in its downloads page, and centurylink's firmware page "no longer exists" I'm pulling my hair out with this one, if anybody has any ideas, suggestions or needs clarifying info, please help!

Since it is a wireless connection and your gateway only supports 2.4GHz N, I would run the free version of inSSIDer from HERE to see what surrounding networks are using. Interference can be very unpredictable in how it affects your network and specific devices.

I will assume that you get full speed when connected with an Ethernet cable.

I have tried plugging in ethernet cable, and disabling wireless, there is no change in speeds. I'm having trouble adding a picture to the forum to show the results of inSSIDer, but it shows one overlapping network and on co-channel network.

As far as a channel, it is best to use 1, 6, or 11 (the non-overlapping channels in the US, assuming you are in the US) on 2.4GHz and select the one with the least competition in terms of nearby strong radios from other networks.

Has your roommate made any significant change in usage like running a torrent program recently?

At this point, the apparent problem seems to be with your computer. Did you make any changes to it around the time that the problem started?

I am currently on channel 6, inSSIDer recommended changing to channel 1. This didn't bring about any changes in speed. I use utorrent on the computer in question, but have been using that for years with no problems. My roommate doesn't do any downloading, only streaming on occasion. The only changes that have been made have been software or driver updates, all of which i have rolled back with no change in speeds. I agree, it seems to be MY computer only, not an issue with wireless or my adapters. I thought maybe i was getting throttled via MAC address, but that doesnt seem very practical from an ISP standpoint, theyd likely throttle the entire connection?

I had a problem similar. I have a wireless modem, Asus n66, and I could tell exactly when my daughter came into range as my bandwidth would tank. She has an iPhone, and for some reason that phone would suck every erg of bandwidth it could and hold onto it like a dog with a bone. It wasn't till I set bandwidth limitations on usage at modem level that this was solved. Might help.

Well my roommate does have an iphone, but he is out of the house now, with his phone, so it shouldn't be effecting my speeds now. I just rebooted in safemode, my speeds are back up to 40/5. Does this tell you anything?

OK so I don't know what happened, but safe-mode gave me my speeds back, and when i rebooted, without changing anything, my speeds in "regular" mode are back up to where they should be. I'm afraid the problem will just come back since I didn't make any changes. Also, just to clarify, this wasn't the first time I have rebooted my computer, that was one of the first things I tried. So I'm thinking its a process or service that is doing this, that isnt running when in safe-mode

Agreed. You will have to work your way through the various drivers concentrating on those that were recently changed. It would probably be easier to do a repair installation like THIS though and it would be more likely to solve the issue.
