CPU Fan - Running Fast and Loud

So, this morning, I turn on my tower to an incredibly slow boot process and loud CPU fan.

Thought it might have to do with the 2-hour power outage we just experienced, I unplugged everything from the case and discharged any residual power by holding down the power button. No cigar.

So, I thought it might have to do with a little rain sprinkling from the open window and the large fan opening on top of the case, so I open my Thermaltake case, hold down power button to displace residual electricity, unseat RAM, graphics card, take a hair dryer and slowly blow out anything that might've gotten in(nothing looked even remotely wet though)

Give it a while to completely dry, reseat components and reconnect only basic essentials. Start her up, and same issue.

Now, PC Wizard used to show CPU temps by Core, HDD temps, 3 other unnamed temps, and CPU fan speed and voltage, under the "Voltage, Temps & Fans" tab.

All PC Wizard now shows is CPU voltage, CPU temp by Core(around 24°-34°C), and HDD temps.

Also, BIOS fan settings have gone from 4-5 speed control settings to only "auto fan detection" and the shut down command in Windows now only shuts down the OS and doesn't cut power to the PSU.

Any help would be appreciated.

-Intel Core 2 Quad Q6600 CPU
-6GB DDR2 SDRAM
-ATI Radeon X300/X550/X1050 Graphics Card(useless&old)
-1-month old 650W PSU

-Windows HD: Samsung 840 EVO SSD 250GB
-Storage: WD 500GB Internal SATA
Hitachi 200GB Internal SATA
Seagate 1TB External USB

I am using the stock CPU fan/heatsink, and I have resat it and used new thermal compound,

I agree, Q6600 and original fan are pretty old at this point.

I started doing some more troubleshooting and found that the Intel Management Engine Interface failed in the BIOS and Windows gives me a "This device cannot start. (Code 10) A device which does not exist was specified." for the Interface under Device Manager. I've went into the BIOS and also found that I no longer have any hardware monitoring, gives me two red exclamation points at the bottom of the screen when I try to enter and all of my fan settings are still lost.

I have no idea at this point what could have cause Intel's EMI to fail, but I have a feeling it is the root of my issue. Any thoughts?

Tried system restore earlier only to have it fail whilst restoring the registry, so I', trying sfc /scannow right now. I have another one of these mobo's laying around, but the two pins for the power button have stopped working, so I can't even power that one on lol.

On the other motherboard? Not really broken. More of, they look 100% fine and perfect, but do not work whatsoever lol.

So, I ran sfc /scannow and it seems it did find some corrupt files, but that it couldn't fix all of them. I'm looking through cbs.log right now to see if I see anything out of the ordinary, but nothing so far.

I've tried. :( Doesn't help at all.

No idea what to do at this point. Can't figure out why it's suddenly not recognizing Intel Management Engine Interface and causing all these issues.
 
IMEI probably isn't the issue; the motherboard most likely is failing.

What makes you believe the motherboard is failing? I mean, the only real issue this is causing is extremely loud CPU fan constantly and Windows no longer cuts power during shut down.
