smart tv and pcs wont connect to internet at same time

Hi first time posting and I'm hoping someone can help me out.

I've just bought a new samsung smart tv. when I connect it the the internet (wired or wireless) my PCs can no longer "see" my router (BT home hub 5) but they can see others. If i reset the hub and reboot the PCs they are then fine, until the TV is turned on again then they wont connect. All other devices (xbox, phones, tablets etc) are unaffected.

In short
TV on then PCs on - cannot see hub until reset and reboot
TV not connected - no issues
PCs on before TV - ok

There may be other scenarios but it seems once the TV has been connected then the PCs won't without a hub reset etc.

All PCs are running win7 if that helps

Four devices all being assigned same ip at the same time? I can't see TV getting an ip then all PCs in the house being assigned the same one at the same time but when TV isn't connected everything connects - 3 PCs, 3 phones, 2 tablets, Xbox etc. the only things not connecting after the TV are the PCs, and they are fine if TV is connected after. The PCs will still connect if turned off and rebooted providing TV isn't turned off.

I'll try manually assigning ips

Mystery deepens. I had 2 laptops connected along with TV (Plus phones etc.) but after an hour or so both laptops suddenly lost connection at the same time and the router was once again not seen by them in order to reconnect. I can see neighbours routers though. TV, phones and iPad unaffected.

As all devices etc were connected simultaneously I don't think it can be an ip issue.

When checking ips I noticed the TV one was odd. Fixed as 169.254.64.239 whilst all other devices were dynamic and usual 192.168.xxx.xxx

Might try changing TV to a dynamic one
