Was busy changing settings for a over clock, my bios froze, the pc shut down and now it wont boot.

Hi guys

Well the description says it all. when I power my pc the CPU cooler and LED's come on but the display stays black and it doesn't boot. I have tried the clear cmos button, the cmos jumper for 30 min, the cmos jumper for 30 min without the battery, took the battery out left the cmos jumper in over night, I have completely dissembled my pc blow it out and cleaned it and put it back together but still does not boot

It seems random but every now and again if i try and boot and then turn off the "MSI LED" (according to the manual) flickers but not every time.

Any help will be greatly appreciated Please and Thank you

Specs:
CPU: i7 4790K
MB: MSI z97 gaming 9 ACK
RAM: 16GB (4x4GB) corsair Vengence
GPU: MSI GTX 970 Gaming 4GB
PSU: RaidMax RX1200ae (1200 Watt)
Corsair H100 not H100i cpu cooler

Hi

Just an update

I just measured my motherboard using the v-check points and the results are as followed.

VCCIN: 1.74
DDR: 1.47
CORE: 0.73
GFX: 0.00
RING: 0.74
C_SA: 0.89

Does there voltages seem right? especially the GFX at 0.00 witch is the integrated graphics according to the manual.
Also forgot to mention the on board LED Debug display is also off.

Yes I have tried one stick of ram as well as other DDR3 ram from a different pc, I have removed my GPU and connected to onboard and switched to secondary bios but still the same.
Also measured my PSU with multi meter and all voltages seems to be good.
